In German we call those bikes "Yoghurt-Becher" (in English something like yoghurt-tins) for the lots of plastic covering them.
After passing my bike driving test last summer I drove in "correct" leather gear, even when it was hot. I was overtaken quite often by skinny youngsters on "Yoghurt-Becher"s wearing nothing more than a t-shirt, boxer shorts, bath slippers and -to meet german regulations- a helmet. Still they were breaking every speed limit they could find!
Whenever I see them I think: I never want to be witness when one of these idiots crashes! They won't just suffer major injuries - they will become one! On the other hand I probably wouldn't have to waste a single thought about first aid...
So folks! Keep up the good reputation of cruiser drivers - go easy - do the thinking also for blind car drivers - and leave "Warp"-speed to star trek!
